The scheme was introduced under Margaret Thatcher’s government in 1980, and gave five million council house tenants in England and Wales the right to buy their property from their local authority.
Johnson’s revival of the scheme is being worked up by officials in the No 10 policy unit, with the prospect of up to 2.5 million renters becoming eligible to purchase their homes at a discount of up to 70%, The Guardian reports.
